In the first phase of the innovation programme „Bremen in t.i.m.e.“, the subproject „eLearning projects in Bremen schools“ dealt with the development of new ways of cross-institutional cooperation as well as teaching and student learning. The second phase is focussed on supporting students’ self-learning by digital media (eContent) in the framework of a comprehensive eLearning strategy. Possibilities for learning independent of place and time are to be created. Enhancing the individual abilities of the students for self-responsible and self-organised lifelong learning is required so that they can participate in the knowledge society in societal, cultural and professional respect. Students are to be encouraged to and supported with taking over responsibility for their learning processes and to organize them themselves. These abilities play a crucial role when further developing the schools in Bremen into full-time schools.
This development will be supported by eight sub-projects. Besides school as the place of learning (development of self-learning centers in schools, „tutor model“), also learning at home in the afternoons as well as further places of learning via suitable information and communication systems (further development of „portals“) will be dealt with.
The sub-projects address all schools in Bremen, although t.i.m.e. is a state project.
1. Development of an e-learning strategy for the project as a whole and for project controlling.
In the framework of the eLearning programme, an overall strategy was developed based on the cooperation between all actors. All projects and activities in the field of eLearning carried out in Bremen are brought together. The aim is to link individual activities, to avoid double work and to utilize synergy effects.
2. Scientific monitoring of the overall project and the sub-projects.
For evaluating the programme, various qualitative and quantitative methods are used. Supporting the formative evaluation of the subprojects, the overall evaluation will include the effects of the programme „eLearning in Bremen Schools“. One element of the overall evaluation will be a longitudinal study by means of an online survey of the teachers in Bremen. In the first quarter of 2006, the first survey will ask the Bremen teachers about the current use of digital media in their special subject and in general. This survey is on the way.
The perspective of the students is also included by preparing an online survey of individual students and student groups. The first survey focusses on the stock-taking of media work and the related implementation of the framework plan. A second survey phase early in 2007 will deal with the first effects of the eLearning programme and further possibilities of steering the project.
