Besides a comparative analysis of strengths and weaknesses and selected examples of good practice, the study includes various recommendations how the federal government can support participation of citizens in the framework of the government programme E-Government 2.0. This includes more transparency concerning the handling of applications, a common platform for petitions to the more than 20 federal commissioners as well as online consultations for forthcoming amendments and ordinances. In March 2008, the Federal Ministry of the Interior carried out an online consultation with assessment possibility. The results will be taken in consideration when planning e-government implementation for 2009.
